Fatal crash spurs Alabama Corrections Department to change way it ferries job applicants

MONTGOMERY -- The Alabama Department of Corrections has changed the way it transports job applicants to sites around the state following a horrific crash that left seven people dead last fall, Prisons Commissioner Richard Allen said Thursday.

Correctional officer Rodney Kelley, 35, was driving a department security van with six job applicants on board when the crash occurred in the early morning hours of Oct. 3. Everyone on board was killed.

Allen said the department no longer uses vans that lock passengers in the back for the courtesy rides to application sessions. The change is aimed at allowing passengers to get out of the vehicle more quickly in the event of a crash.

"We're still providing transportation," he said. "The vans they were in were actually caged vans that were used to haul inmates around. We're using regular vans now."

The October crash was so swift that a change in vans might not have made a difference, Allen said.

"The thing was so devastating," Allen said. "I don't know that it would have made a difference, but regardless, we stopped using those vans."

Andrew David Carter of Tifton, Ga., was driving an 18-wheeler faster than the speed limit and was attempting to pass in a no-passing zone when it collided with the prison van.
