State may lease jail space for work-release inmates By Dee Riggs-World staff writer Posted July 23, 2009 WENATCHEE — In the short run, the state Department of Corrections is expected to lease space from Chelan County for its work-release prisoners who are returning to Chelan and Douglas counties. In the long run, however, it may house those prisoners in a new state-owned work-release facility or in a new jail building that could be owned by several local counties. Those possibilities came out of a meeting Wednesday with state DOC staff and representatives of Douglas County, Chelan County and the city of Wenatchee. The DOC staff was at the Confluence Technology Center in Olds Station to discuss how to house state work-release prisoners in ways that dovetail with needs of the two counties and the city. The state prisoners on work release locally would only be those who are coming back to live in this area. Work-release prisoners are nearing the end of their sentence and are released into the community only to work, but spend the rest of their time in jail. “The state and the counties are running work-release programs, and we’re looking at cost-saving measures,” said Karen Daniels, assistant secretary of the DOC. Currently, the state houses work-release prisoners from Chelan and Douglas counties in Yakima County, she said, but a 40-bed unit at the Chelan County Regional Justice Center has recently closed due to dwindling inmate populations locally, and the state is interested in leasing that unit for its work-release prisoners. While a lease agreement will have to be drawn up and signed, those at the meeting agreed that leasing the beds was a good idea. Participants included Wenatchee Mayor Dennis Johnson and Douglas County commissioners Dale Snyder and Ken Stanton. No Chelan County commissioners were in attendance but Sheriff Mike Harum said he was in favor of the proposal. In the long run, however, the local jail population is expected to increase, which would make those 40 beds unavailable to the state. Daniels said the state expects to have funding available to build a new facility to house its work-release prisoners sometime in the next couple of years but would be open to building at the same location that county officials might pick for a new regional jail. Stanton said he has had meetings with representatives of several counties who are interested in building a new regional jail, which would meet expanding needs for services. After the meeting, he said those counties, in addition to Douglas County, are Chelan, Okanogan, Grant, Kittitas, Lincoln and Adams counties. Before such a facility could proceed, he said, the Legislature would have to amend state laws to allow multiple entities to own such a facility. Currently, Chelan County owns the regional jail but partners with Douglas County and the city of Wenatchee for operation costs. That jail partnership is now in doubt with Douglas County asking to opt out because officials think they could save money by simply renting beds from Chelan County. With strict requirements for site selection, including numerous public meetings, a new jail probably would not be built for at least five years, Stanton said. Harum said after the meeting that it has been suggested that the existing jail house only pre-sentence inmates while a new facility would hold only those who have been sentenced. He noted that studies are predicting the local jail population could rise to 500 by 2015 due to population increases. The jail can hold a maximum of 380 prisoners. Currently about 340 to 350 prisoners are housed there per day. State DOC officials said they liked the idea of building at the same time and at the same location as local entities because it would help win local approval for their facility.
