Corrections officer, wife charged with drug fraud

A Millville couple faces charges of fraudulently obtaining prescription drugs.

Joe Felice, 39, a corrections officer on medical leave from South Woods State Prison, allegedly picked up drugs at four local pharmacies after his wife, who works in a doctor's office, called in the prescriptions. The two turned themselves in to police Tuesday.

Vineland police said Daphnae Felice, 36, called in 72 prescriptions for the painkillers Hydrocodone, Alprazolam, Oxycodone, Tramadol and Prochlorperazine. Their total value was more than $7,000, police said. Some allegedly were paid for by Daphnae Felice's mother's insurance company and filled under her mother's name, despite the mother not being a patient at Southern Oncology-Hematology Associates on Chestnut Avenue, where Daphnae Felice works.

Vineland police Detective Dominick Ferrari began investigating after employees at the medical office contacted police July 21 about the prescriptions.

Police said they later found surveillance video from one of the pharmacies showing Joe Felice picking up the drugs.

Police said the incidents began in February, when Joe Felice was on medical leave from South Woods. He took leave in May 2008 after he was injured at work, according to state Department of Corrections spokeswoman Deirdre Fedkenheuer.

Fedkenheuer said Felice used up his sick leave and is now collecting worker's compensation. He applied for disability retirement July 1 and is not currently being paid by the DOC, Fedkenheuer said.

Joe Felice was charged with obtaining narcotics by fraud. Daphnae Felice faces the same charge, as well as other charges, including forgery.
