Natrona may get funds for juvenile center

CASPER - Natrona County probably will get a new juvenile detention center after Wyoming received $15 million of federal stimulus money, state and county representatives said Wednesday.

Of the $15 million approved by the U.S. Department of Education and to be forwarded to Gov. Dave Freudenthal's discretionary fund, $14 million will be applied to juvenile justice and $1 million will be applied to drug programs, his spokeswoman Cara Eastwood said.

Freudenthal has declared his support for a new regional juvenile detention center in Natrona County, and remains committed to that goal, Eastwood said. "The governor supports the ideal for building that facility."

Retired Judge Gary Hartman, the governor's adviser on juvenile justice issues, was out of the state and unavailable for comment, Eastwood said.

The exact amount for Natrona County and for other counties has yet to be determined, she said. "We're taking applications."

The Natrona County Commission has submitted paperwork toward that end, and Chairman Rob Hendry believes the chances are good that the county may receive $8 million, he said.

"It sounds pretty good, but we haven't seen the whites of its eyes," Hendry said. "If it is indeed the $8 million, our plan is to build."

The county, Hendry said, has put in an application to the state for the money, which would administer the stimulus funds through the State Loan and Investment Board composed of the five elected statewide officials. "I think it's a great thing for the county," Hendry said.

For more than a decade, Natrona County has needed to replace its 40-bed juvenile detention center on the third floor of the Hall of Justice at 201 N. David St.

That detention center housed adults until a lawsuit filed by the American Civil Liberties Union forced the county to build the adult jail.
