Partners in a proposed work release center on South Hydraulic gave reporters and county officials brief tours of the building Friday as they explained why they think their proposed site is a good idea. The partners are advocating the center as a way to ease pressure on the crowded Sedgwick County Jail, by housing up to 400 offenders who require less security and who could be trusted to return to the center when not working their jobs. The 46,500-square-foot building at 2946 S. Hydraulic used to house a Honeywell plant. But Jim Skelton, the Wichita City Council member who represents the neighborhood around the building, continued to oppose the plan Friday. "The thing is, a correctional facility has no business right across the street from residential housing," Skelton said. "Frankly, we need to find a place that's out of sight and out of mind." Opening a correctional facility in south Wichita would be a further insult to a part of the city that has been neglected and "dumped on" over the years, Skelton said. During the partners' informal showing of the building, they tried to counter Skelton's opposition. "They'd be very low-risk," partner Ronnie Cazel said of the people who would be housed there.
