KINGSTON, Tenn. (WVLT) -- Inmate escape is always a concern for area sheriff's departments.

Roane County knows too well after a corrections officer was killed in 2005 during an escape attempt.

New security measures are now in place in the hopes of preventing that from happening again.

"Well, I thought it was pretty bad. I mean, that's a bad thing," says Greg Boone who remembers the 2005 courthouse shooting incident.

Boone and other Roane County residents still haven't forgotten the shooting that rang outside the Roane County Courthouse in August 2005 when corrections officer Wayne "Cotton" Morgan was killed as Jennifer Hyatt helped her husband, George, escape from custody.

Sheriff Jack Stockton says he's committed to keep something like that from happening again.

131 inmates made their way into a new jail that Chief Deputy Tim Phillips says is almost impossible to escape.

"Overall, this is a safer, more secure environment, not only for the inmates but for the staff that works here," says Roane County Sheriff's Department Chief Deputy Tim Phillips.

But this enhanced safety also includes a camera monitoring system for courthouse security.

"Let's them know if there's a threat that's coming through the door before it actually gets through the threshold," says Roane County Sheriff Jack Stockton.

Before, inmates like Hyatt were driven up to the courthouse doors but now a confined area with roll up doors separates inmates from the public.

"The Sally Port insures that the inmates and the officer has an opportunity to get out of the vehicle or in a vehicle without being threatened," says Sheriff Stockton.

The new jail also houses a new and much improved Emergency Services complex.

"It would have been very nice to have had this December 22nd when we had the TVA event," says Emergency Services Director Howie Rose.
