| Report: DYS failed to plan Marion closing |

COLUMBUS — When it closed in June, guards said dangerous youths incarcerated at the former Marion Juvenile Correctional Facility would be too much for other prisons to handle. A special inquiry report filed Wednesday by a consultant who worked on a previous lawsuit with the Department of Youth Services backs up that claim. Although state officials assured the public and their staff the transition had gone smoothly and proper training and facility modifications would ensure safety, consultant Fred Cohen determined not enough planning had gone into the closure. The facility closed about six months after the January announcement. Inmates were transferred to six facilities across the state in the weeks leading up to the closing. Equipment was stripped from the 10-year-old building and was labeled for shipping elsewhere. The 302 staff members filled positions at other Department of Youth Services centers, with some bumping others out of their positions because of seniority.
