The top of the highest mound at Tuscarora Landfill is the tallest point in Craven County and when the wind blows 30 miles an hour, plastic bags blow everywhere. And for more than a decade, state prison inmates have picked those bags up. The inmates were part of the roughly 1,200 participants in the Community Works Program across the state, used in crews of 10 and supervised by a N.C. Department of Correction employee. The inmate laborers did the cleanup job — and a host of others, such as painting and insulating area schools in the offseason, and digging drainage ditches for towns like Cove City — for about 70 cents a day and no direct cost to area residents. “The Community Work Program was our only dependable source of temporary labor to keep our site clean and our site is usually clean,” said Allen Hardison, director of the Coastal Area Solid Waste Management Authority that serves Craven, Jones, Pamlico and Carteret counties. But the program — which was started by former Gov. Jim Hunt in 1995 and operated by the corrections department last year at a statewide cost of about $4 million — has fallen victim to budget cuts and was discontinued at the end of August. In the almost 10 months from Nov. 8, 2008, until it was cut, the program used Newport Correctional Facility inmates for a total of 47,408 hours of labor on 145 projects in the area. Communities received an estimated 837 eight-hour days of work. Similarly, inmates at Duplin Correctional Facility contributed 20,848 inmate hours on 49 projects for a contribution of about 484 eight-hour days of work. “This means that all agencies and local governments that have used the van loads of prisoners with the trailer behind, no longer have that service,” said Hardison.
