Corrections to spend $110M

CHINO - State corrections officials say it will cost about $110 million to convert Heman G. Stark Youth Correctional Facility to an adult facility.

Michele Kane, a state corrections spokeswoman, said work would likely begin after youth wards are moved out early next year.

Officials announced in September, Stark would close and would house about 1,200 adults, though city officials believe the number would probably be closer to about 2,000or more.

Bernie Warner, the director of the state Department of Juvenile Justice, said Stark will be outfitted with extra security to handle adults. City officials said they were told the prison would install electrified fences and more watch towers.

The conversion comes in the wake of the August prison riot at the neighboring California Institution for Men, which injured nearly 200 inmates and rendered the adult prison's Reception Center West housing facility uninhabitable. About 700 inmates, of about 1,300 housed at Reception Center West, have been temporarily moved to Stark.

Officials have yet to announce whether West will be rebuilt, though state corrections Secretary Matthew Cate said it would cost about $6 million.

Chino Mayor Dennis Yates, who recently met with state corrections officials at City Hall, said he believes the state would likely raze the West property and focus resources on the Stark renovation.
