MOUNT PLEASANT -- The Frederick County Sheriff's Office recently presented the Life Saving Award to one correctional officer and two deputies.

The Life Saving Award went to Correctional Officer First Class Rex Hoover, Cpl. Mike Ochoa and Deputy First Class Robert Phillips, the agency said.

Hoover received the award for his actions Feb. 14 while conducting a security check in the holding unit of the Frederick County Adult Detention Center. He noticed a detainee was tying a shirt sleeve around his neck and called for assistance.

When correctional officers entered the cell, the inmate was hanging by his shirt. The officers lifted the inmate, placed him on a bench and untied the sleeve from his neck.
