Many believe the failure of authorities to read convicted sex offender Phillip Garrido’s parole file, resulted in a series of blunders, keeping Jaycee Lee Dugard a prisoner in his backyard compound for years. California’s Inspector General David R. Shaw said the state’s parole operations have “systemic problems that transcend parolee Garrido’s case and jeopardize public safety.” Garrido’s parole agents never spoke to his neighbors, did not enforce a rule requiring him to stay within a 25-mile radius of his home, and they allowed him to “regularly skip drug testing,” according to the Sacramento Bee.
