The change in policy itself warrants special scrutiny and, yes, criticism. But the manner in which the policy shift was handled, in secret, deserves our scorn. We’re talking about the decision by Gov. Pat Quinn and the Illinois Department of Corrections to save money by releasing hundreds of convicted criminals – some of them violent offenders – who have served just days of their prison sentences. An analysis of state prison records obtained by The Associated Press showed that more than 850 inmates since September have been released earlier than they normally would be because of the secret suspension of a policy that required inmates to serve at least 61 days of their sentences. Three of those inmates were convicted and sentenced in McHenry County courtrooms. The policy change was dubbed “MGT Push,” for “meritorious good time,” according to a memo obtained by the AP.
