The secretary of corrections in Kansas is facing the possibility of another budget reduction of five percent when the legislature reconvenes in January. After several years of previous cutbacks, he says, if that happens, he'll only have two options. "One would be to substantially reduce the number of prison beds that we have," Werholtz said Wednesday. "We would do that by closing Winfield. It is the facility that has the least flexible beds. It's all minimum security." There have been several threats to close the facility in recent years. The notion is not new. However, after already losing funding for things like sexual offender treatment and drug/alcohol treatment for released inmates, Werholtz says he has run out of options. "It is not acceptable to close units or to close a facility and simply try to jam the remaining inmates into other facilities," Werholtz explained. "That just dangerously overcrowds the facilities and I don't think that is an option we could support." Read More. |
