When elected leaders avoid tough decisions by delegating them to bureaucrats, bad things happen. Ordered to cut his budget by finding "suitable" inmates for early release, Corrections Commissioner William Wrenn decided that some convicted murderers would make good candidates. He put two men convicted of killing their wives on the fast track to freedom. Only after a strong public outcry, led by family members of the two murdered women, did he change the policy. Ordered to cut personnel, Health and Human Services Commissioner Nick Toumpas laid off the staff of a court-mandated treatment program for repeat offenders convicted of driving under the influence. The program was closed before a private alternative was secured, leaving judges with nowhere to send drunk drivers they were mandated by law to put into treatment. To further shave dollars from the HHS budget, staff moved two children, ages 6 and 12, into an adult psychiatric unit for several nights rather than keep them in a separate building.
