| Audit cites state corrections employee's conflict of interest |

A psychologist for the Nebraska Department of Correctional Services had a potential conflict of interest with a contract for addiction counseling services, according to State Auditor Mike Foley. The psychologist, Rick McNeese, resigned from his job as assistant behavioral health administrator for substance abuse while the corrections department is conducting its own investigation, according to the audit. McNeese's wife, Dianne, owned First Step Recovery Inc., which won a $200,000 contract to provide counseling services for about 560 inmates who lived in Omaha and Lincoln community corrections centers. McNeese also was director of the Lincoln-based First Step and worked part-time there, according to the audit. Although McNeese did not participate in the contract decision, he did help develop criteria used in the bid process, according to the audit released Monday. And corrections department staff who evaluated bids worked for McNeese. McNeese's immediate supervisors knew of his involvement with First Step, but agency leaders did not, according to the audit. It was a conflict of interest to use his position at corrections for personal financial gain, to steer business to a company, where by virtue of his marriage he has a financial interest, Foley said in an interview Monday. McNeese said he did not steer the contract to First Step and did not intentionally do anything wrong. He said his direct supervisors knew of his relationship with the First Step addiction treatment program from the beginning. When he took the job at corrections in 2005, McNeese said, he stepped away from work at First Step except for a small private practice. It was his job at corrections to draw up the bid criteria, McNeese said. The department withdrew its offer of a contract with First Step after department leaders learned of his financial relationship with the private company. The department then lost the $200,000 in funding for the community program during summer budget cuts, according to Corrections Director Robert Houston. The agency was going to redo the whole bid process because it had been "tainted," Houston said, but the money was pulled because of budget issues. "We hope at some point to be able to do that (offer counseling in the community for people in the work release institutions)," he said. Foley said he has sent a letter to the Nebraska Accountability and Disclosure Commission suggesting staff take a look at the case. Read More. |
