Juvenile Detention 'unify' management

The departments of Corrections and Community and Cultural Affairs have inked a memorandum of agreement to strengthen the management of DOC and the Juvenile Detention Unit.

Corrections Commissioner Dolores M. Aldan and DCCA Secretary Melvin L. Faisao signed the agreement on Dec. 21, 2009. Gov. Benigno R. Fitial approved it that same day, as shown in the copy of the agreement obtained by Saipan Tribune yesterday.

Under the agreement, the management of the Juvenile Detention Unit shall report to the Corrections commissioner.

The commissioner shall work closely with the DCCA secretary so that the rehabilitation aspect of the Juvenile Detention Unit is maintained and strengthened. The commissioner shall also periodically report progress to the governor and DCCA secretary.

The commissioner shall submit a detailed report six months after the agreement is executed, which include the progress made, issues arising and how such issues have been addressed, and recommendation on changes to the law arising from the agreement.

In a phone interview, Aldan said the agreement is Fitial's commitment to make sure that Corrections and the Juvenile Detention Unit are effectively and efficiently operating the way they're supposed to.

Corrections and DCCA both have custodian responsibilities. The Juvenile Detention Unit is under DCCA.
