| Classes for imprisoned youths lack teachers |

If educating troubled youths is difficult in Chicago Public Schools, it is even tougher inside the state's youth prisons, where resources have long been scarce and progress slow. In the eight youth prisons across the state, studies show that a teacher shortage is improving but still acute; students at some facilities go to classes only half the time; and student funding has been dramatically lower than for other public school students in Illinois. This population of students faces numerous learning challenges. More than 65 percent of students in youth prisons have not finished eighth grade, and nearly half have educational disabilities, according to a report this month by the John Howard Association, a prison watchdog group. Department of Juvenile Justice Director Kurt Friedenauer acknowledged that staffing and funding troubles contributed to a decline of education in the prisons. That, he said, has put the roughly 1,100 youths in custody at a disadvantage once they are released. Friedenauer said spending on education for imprisoned youths had diminished under former Gov. Rod Blagojevich. But the department has made progress since then, hiring a superintendent and a special education director, revamping the school board and beginning parent-teacher conferences, he said. "We didn't start with a fully functional school district," Friedenauer said. "We've had to, bit by bit, incrementally ... begin to build a credible, legitimate school district with a focus on providing the best education we can for the youth committed to the department."
