Repeat offenders number many

Shakeena Harris did exactly what police ask of the community. On Aug. 20, 2008, Harris told police she saw a man break into a car parked at the southside Montessori school where she works. She had jotted down the thief's license plate number and called police. Her tip led Savannah-Chatham police to the arrest of two men and a search warrant that yielded 34 stolen credit cards.

But when Harris heard one of those men was arrested again on Jan. 4 on the exact same charge - days before being convicted in the 2008 case - she questioned whether it was worth making the call.

"What's the point in helping out in the community if they're only going to get out again?" Harris said. "Just because they're still on probation or on bond, they're still committing the crime."

Savannah-Chatham police officers said suspects deemed repeat offenders on charges like entering auto have become common.
