| Few sex incidents at Inland youth detentions |

CHINO - Sometimes ranking near the bottom of the list is where you want to be - especially when the top 11 spots are reserved for juvenile detention facilities where high incidences of sexual victimization are reported by incarcerated youth. The Heman G. Stark Youth Correctional Facility in Chino and the West Valley Juvenile Detention and Assessment Center in Rancho Cucamonga ranked low on the Bureau of Justice Statistics' first-of-its-kind survey, mandated by the 2003 Prison Rape Elimination Act. According to the National Survey of Youth in Custody, conducted between June 2008 and last April, an estimated 12 percent of youth incarcerated in state, county and private juvenile facilities nationwide reported experiencing one or more incidents of sexual victimization by another inmate or facility staff. About 2.6 percent of youth reported an incident involving another youth, and 10.3percent reported an incident involving facility staff - 95 percent of which were female staff. About 4.3 percent of youth reported having sex or other sexual contact with facility staff as a result of some type of force while 6.4 percent reported sexual contact without any coercion.
