According to the National Survey of Youth in Custody, conducted between June 2008 and last April, an estimated 12 percent of youth incarcerated in state, county and private juvenile facilities nationwide reported experiencing one or more incidents of sexual victimization by another inmate or facility staff.

About 2.6 percent of youth reported an incident involving another youth, and 10.3percent reported an incident involving facility staff - 95 percent of which were female staff. About 4.3 percent of youth reported having sex or other sexual contact with facility staff as a result of some type of force while 6.4 percent reported sexual contact without any coercion.

Among the 195 surveyed facilities, 11 were identified as "low rate" based on a low rate of youth reporting sexual victimization - including Stark.
