CONCORD — Former Franklin State Rep. Jim Ryan is scheduled to appear in Merrimack County Superior Court on Tuesday for a pretrial hearing for allegedly stealing money from the state's Committee to Elect House Democrats through what appears to be a check-kiting scheme. He accused of taking $4,700 from the Franklin City Democratic Committee account and forging his wife's name to five of her checks totaling $4,800 and redepositing the money to the Franklin Democrats. Indictments handed down last July also indicate Ryan allegedly wrote three bad checks — each for $7,500 — on three separate dates from his own checking account to the Committee to Elect House Democrats, redirected about $2,800 from Franklin Democrats to the House fund to apparently cover $11,000 of unlawful withdrawals. At the time, Ryan was chair of the Committee to Elect House Democrats as well as the chairman of the House Transportation Committee.
