CONCORD — Former Franklin State Rep. Jim Ryan is scheduled to appear in Merrimack County Superior Court on Tuesday for a pretrial hearing for allegedly stealing money from the state's Committee to Elect House Democrats through what appears to be a check-kiting scheme.

He accused of taking $4,700 from the Franklin City Democratic Committee account and forging his wife's name to five of her checks totaling $4,800 and redepositing the money to the Franklin Democrats.

Indictments handed down last July also indicate Ryan allegedly wrote three bad checks — each for $7,500 — on three separate dates from his own checking account to the Committee to Elect House Democrats, redirected about $2,800 from Franklin Democrats to the House fund to apparently cover $11,000 of unlawful withdrawals.

At the time, Ryan was chair of the Committee to Elect House Democrats as well as the chairman of the House Transportation Committee. He was the chair of Vice President Joe Biden's New Hampshire campaign for president in 2007 and 2008.
