Hagerstown, Md. - A 44-year-old Hagerstown man was charged Thursday with trying to hire a fellow Washington County Detention Center inmate to kill his wife. James Eugene Keiser Jr. was in the detention center for assaulting 41-year-old Shirley Keiser of Hagerstown and violating a protection from abuse order when he reportedly offered the inmate money to kill her, according to the Washington County Sheriff’s Office.
