Proposed Moving of RI Womens Prisons

CRANSTON, R.I. — In the medical unit of the Gloria McDonald Women’s Medium Security Prison, the examination room doubles as the doctor’s office. Racks for intravenous bottles sometimes do duty as coat hangers.

The chapel, designed to serve multiple faiths, is also the lawyer-client meeting room. After meals, the basement cafeteria becomes the visiting room.

At times, it seems, the only single-use rooms in McDonald are the prisoners’ cells.

Corrections Department Director A. T. Wall said the lack of space limits the department’s ability to offer drug treatment and vocational programs like those at the men’s units of the Adult Correctional Institutions.

Add the building’s physical deterioration, he said, and the facility is “a lawsuit waiting to happen.”

A new women’s prison would solve the problem, Wall said, but would cost $50 million. Instead, Governor Carcieri has proposed spending $3.6 million to move the women’s prisons to two other buildings in the Howard Avenue complex.
