BRISTOL, Vt. -- Vermont corrections officials say a Bristol police officer transporting a prisoner handcuffed her to a wall outside a jail, where she remained for about 30 minutes. Corrections Commissioner Andrew Pallito says Chantel Storti - dressed in a sweatshirt, but no hat or gloves - was taken back into custody by the officer later Sunday, after guards at the Chittenden Regional Correctional Facility in South Burlington called Vermont State Police.
