Despite Issues, Jail Boss Raise Approved

Erie County's jails have issues.

A Holding Center inmate escaped from his cell in October to loiter on the roof. Two jail inmates hanged themselves in the last three months.

As for the county Correctional Facility in Alden, state officials have so little confidence in its management they refuse to allow even modest overcrowding after Sunday.

The state and federal governments, meanwhile, have filed lawsuits against Erie County over its treatment of inmates.

Yet a big raise is in store for the boss of Erie County's jails.

Sheriff Timothy B. Howard has asked the County Legislature to increase Robert A. Koch Jr.'s salary from $95,118 to $104,928, an increase of more than 10 percent that will place him among the Erie County employees earning more than the county executive.

A Legislature committee easily approved the raise recently. The full Legislature will be asked to ratify the decision at 2 p.m. Thursday on the fourth floor of Old County Hall.
