Housing convicted felons for long periods in a small jail like Amherst is both a financial burden and a safety risk for Amherst County residents, says Sheriff Jimmy Ayers. Still, he said, the practice routinely occurs and local taxpayers pay part of the expense. Though state law requires the transfer of prisoners to state facilities within 90 days of their sentence, officials at regional jails and the Department of Corrections concede it is rarely enforced. The result is felt in local jails such as in Amherst, where officials deal with overcrowding, strained budgets and an increased safety risk.
