Police Officer Cleared In Handcuffing Incident

BRISTOL, Vt. -- Chittenden County State's Attorney T.J. Donovan said he has completed his investigation into an incident in which a Bristol police officer handcuffed a prisoner to a door and concluded that no criminal charges will be filed.

In a press release issued Wednesday, Donovan said there was not enough evidence to charge the officer in the case, but did say his behavior was unacceptable.

"The actions by the Bristol Police Department in this situation are completely unacceptable. This incident also underscores the importance that the Department of Corrections immediately develop clear protocols regarding the transportation and lodging of prisoners," Donovan said. "This was an unfortunate incident where a young woman was caught in the middle of a bureaucratic dispute. While prisoners in the State of Vermont rightfully lose some of their rights, the criminal justice system should never strip them of their dignity," he said.

In February, Vermont corrections officials said a Bristol police officer transporting a prisoner handcuffed her to a wall outside a jail, where she remained for about 30 minutes.

Corrections Commissioner Andrew Pallito said the prisoner, Chantel Storti -- dressed in a sweatshirt, but no hat or gloves -- was taken back into custody by the officer Feb. 7, after guards at the Chittenden Regional Correctional Facility in South Burlington called Vermont State Police. Corrections officials had disagreed with the officer over where the prisoner should be housed.
