Quinn wants to fold the Department of Juvenile Justice, created just four years ago, into the much larger DCFS. He plans to do so with an executive order, so it wouldn't need approval from lawmakers. Nonetheless, the merger appears to have key legislative support. Senate President John Cullerton: CULLERTON: That does make sense and I think that we're going to talk to the juvenile justice advocates and get their input as well, negotiate with the unions and that seems to me like a reform. Cullerton and Representative Annazette Collins led the push a few years ago to separate the youth prisons from the adult system. Collins is also receptive to the merger, saying the youth prisons are a good fit with the Department of Children and Family Services. Read More. |
