Prison cook acquitted of drug smuggling

A former cook at the Bucks County (Pa.) Prison was acquitted last Thursday of charges he smuggled heroin-laced cigarettes inside for inmates.
James Gilliard, 35, of Roslyn, acknowledged on the stand that he brought cigarettes into the prison for an inmate, but denied knowing they contained heroin.
Gilliard's story conflicted with the testimony from former inmate Charles Shaffer, 25, and his girlfriend, Jennifer Mullen, 26. They said they had a deal with Gilliard to smuggle cigarettes and drugs into the jail.
According to Shaffer, Gilliard charged up to $400 to bring in a carton of cigarettes. Shaffer said he then sold them at a profit to fellow inmates.
Mullen testified that Gilliard instructed her to slice open the cellophane around the packs and put heroin inside before resealing the packs.
Gilliard was charged in November, becoming the seventh Bucks County Prison employee arrested in less than three years.
In another case, a supervisor at the jail was charged with having sexual encounters in his office with a female inmate. A year before that, seven female inmates were paid $345,000 to settle accusations that they had been pressured into sex with male prison staff. Three officers and a counselor were convicted of criminal charges.
