LIBERTY, Ind. -- Union County commissioners will call on an Indianapolis firm to help determine the impact of a $3 million jail project on property and income tax rates. The Union County Council agreed Thursday commissioners should take the next step in the process toward a new jail. "We've talked about this ever since I've been on the council," said Councilman Russel Rude, who's serving his 18th year. "If we need it, we should see what it costs." The alternative to a bigger jail is to go back to a "shall carry" status in the county where everybody carries a handgun and the sheriff and one deputy are the only law enforcement, Rude said. Union County's 30-year-old, 10-bed jail doesn't meet jail standards and is always over capacity. On Thursday, it held 20 prisoners, with the overflow sleeping on the floor. The jail lacks the ability to separate sexual predators from other prisoners or to isolate ill prisoners, both of which leaves the jail open for civil rights lawsuits, Matron Lynn Browning said.
