FRANKFORT, Ky. -- Lawmakers have given final approval to a bill intended to curb frivolous lawsuits from being filed by prisoners. The measure passed the House 97-0 on Monday, its final stop before being sent to Gov. Steve Beshear for consideration. Beshear spokeswoman Kerri Richardson said the governor will review the bill before deciding whether to sign it into law. Republican Sen. John Schickel of Union, a former jailer, said the legislation would bar inmates from filing suits against the Kentucky Department of Corrections until all administrative means have been exhausted to resolve complaints.
