Meth Registry Proposed by OK Lawmakers

People who have been convicted of a meth-related crime in the past 10 years would not be able to purchase or possess pseudoephedrine under a proposed measure that was passed by a Senate panel on Wednesday.

House Bill 3380 by Rep. Randy Terrill, R-Moore, and Sen. Anthony Sykes, R-Oklahoma City, creates the Oklahoma Methamphetamine Offender Registry. The registry is a "surgical attack” to make it more difficult for a person to get pseudoephedrine, the primary ingredient used in making meth, said Darrell Weaver, director of the Oklahoma Bureau of Narcotics and Dangerous Drugs.

"We’re cornering folks up and taking away a key ingredient,” Weaver said.

If the measure becomes law, Oklahoma would be the first state to have a meth offender registry. The registry would include the name, birth date, offense, conviction date and county of conviction.

The registry would pull records from district courts, the state Corrections Department and municipal courts into an existing database for tracking pseudoephedrine, said Mark Woodward, spokesman for the Oklahoma Bureau of Narcotics and Dangerous Drugs.
