CHARLESTON -- The number of people in jail or prison last year in West Virginia continued to rise even as the nation experienced its first decline in prison population numbers in nearly four decades, according to a recently released national report. The survey by the Pew Center on the States found the Mountain State had the second highest growth rate among its prison population in 2009 at 5.1 percent. Only Indiana experienced a larger increase. The growth spurt came at the same time that the nation’s total prison population shrunk for the first time since 1972. While the decline was small — only 0.4 percent — it was the result of many states facing the same kind of prison overpopulation problems plaguing the state’s own prison and jails. “What is happening more and more is that policymakers are not just asking ‘How do I demonstrate I am tough on crime?’” said Adam Gelb, director of the Public Safety Performance Project at the Pew Center on the States. “They’re asking a better question: ‘How do I get taxpayers better safety for their dollars?’” That question is being asked more often because prisons are filling up faster than taxpayers are willing to pay to build them.
