| Privitization May Lead to Early Releases |

TALLAHASSEE — A Senate budget proposal to replace some state prisons with new privately-run ones would lead to such overcrowding that about 2,500 inmates would have to be released from prison early, Gov. Charlie Crist's corrections secretary said today. Savings from the prison privatization and another Senate plan not to fill 1,300 vacant corrections positions would cut nearly $100 million in salaries, which would force the closing of five state prisons, Secretary of Corrections Walt McNeil said. That's two more prison closings than Sen. J.D. Alexander forecast last week when he introduced a privatization plan that budget documents indicate would save the state about $42 million a year. Alexander didn't mention the possibility then of having to set prisoners free before they completed 85 percent of their sentences as required by state law, and he remained confident today that early releases would not be necessary. "I don't agree at all that the current budget will result in any early releases," Alexander, R-Lake Wales, said. "There's virtually no way. I don't know how that happens if they do it as we have suggested." Alexander's late-filed amendment to the budget plan last week would require McNeil's department to close two prisons to fill a 2,224-bed prison near the Blackwater River in Santa Rosa County. The state paid Boca Raton-based Geo Group Inc. Geo $110 million to build the facility, and the company is expected to run it at what Alexander said would be a $20 million savings for the state.
