KISSIMMEE — The past 15 months at the Osceola County Jail were marked by a string of misdeeds, from escapes to corruption to embarrassing incidents involving employees. There were two escapes, one near-disaster and one suicide. One guard went to prison. Two guards await trial. And 30 jail workers received the most sweeping employee discipline in county history. Yet the Florida Corrections Accreditation Commission saw a different jail. In its 2009 evaluation of the jail, the FCAC gave the facility a 100 percent score — the highest possible rating.
