MONTPELIER — The state of Vermont needs to step up efforts to get low-risk offenders out of prisons in order to meet targets for trimming spending. That word came Tuesday from Human Services Secretary Robert Hofmann as he and other officials unveiled a package of new efficiencies being sought throughout state government. Hofmann says Vermont’s incarceration rates have been going up sharply while its crime rate has been flat or declining. He says the state can’t sustain those trends into the future. Read More. |
