Budget Raises Concern For Local Jails

Two items in the state’s proposed budget could worsen problems for regional and local jails already overcrowded with inmates awaiting transfer to state prisons.

The 2010-11 budget, passed by the General Assembly and awaiting Gov. Bob McDonnell’s signature, calls for a 50 per-cent reduction in the per diem rate, or the amount the state pays local jails per inmate per day.

The budget also has an amendment that would keep more convicted felons in local, not state, jails by allowing the De-partment of Corrections to house inmates with a sentence of less than two years in local facilities.

State law currently requires the state corrections department to transfer felons with a one-year sentence or more to a state facility within 90 days of sentencing.

For Blue Ridge Regional Jail Authority Superintendent Elton Blackstock, the loss in per diem compensation alone will cost him $1.3 million, he said. Further state aid cuts in other areas will push the deficit to about $2.5 million.
