ALBANY — For 17 years, Howard Dean signed time sheets that showed he was in his Oneida Correctional Facility office on Fridays. Thruway E-Z Pass records, though, told a different story. Dean was always on Interstate 90 by Thursday afternoon, headed back to his Cayuga County home. Never once in his time heading the Food Production Center at the Rome prison did Dean arrive to work on a Friday, according to an audit from the state Comptroller’s and Inspector General’s offices released Tuesday. In other words, Dean, 64, of Locke, never earned 20 percent of his paycheck, or a total of $230,000 over those 17 years, the report concluded. Dean’s fleecing of taxpayers, of which his work-free Fridays was but one example, amounted to a half-million dollars in fraudulent earnings, according to the report. In addition to submitting false time sheets, Dean falsified hotel invoices and collected improper travel reimbursements, it found. His actions add a new dimension to the word “chutzpah,” state Inspector General Joseph Fisch said Tuesday at an Albany news conference. "One can liken this to a robbery without a gun, with his supervisors serving as lookouts,” Fisch said. The Oneida County district attorney is now reviewing the case for possible prosecution.
