House gives preliminary OK to government change bill

MONTPELIER — For some in the House, the experimental budget process called Challenges for Change is seen as a responsible way to respond to the state’s financial crisis because it focuses on redesigning government so it still delivers what people need.

“Challenges for Change was not about cutting,” said House Appropriations Vice Chairman Mark Larson, D-Burlington. “It was about smart spending.”

Other House members said the process, which is being used to address $38 million of a looming $154 million revenue shortfall, is just a clever way for the Legislature to avoid making or taking blame for tough budget decisions.

“It became a bogus tool to bail out the Legislature’s lack of will,” said Rep. Andy Donaghy, R-Poultney.

Supporters prevailed Thursday. By a 98-43 vote, the House gave preliminary approval to a package of law changes the Douglas administration will need to restructure some areas of state government.

However, supporters and opponents alike weren’t comfortable thinking that passing the pending bill would be their last opportunity to play a role in the unfinished restructuring process. The House agreed the Legislature could return for a special session July 22 if all the financial challenges weren’t settled in coming weeks.

Under the Challenges for Change law, the Douglas administration was charged with redesigning the way government provides some services to maintain or enhance the outcomes Vermonters expect while also operating with less money. The Legislature detailed the outcomes in law.
