State has added jobs, most in corrections

Professors, prison guards and police officers, oh my.

Higher education and public safety employees account for three of every five state positions, according to a just-released California Budget Project.

The University of California and California State University systems employed more than 132,000 people in 2008-09, or almost 40 percent of state workers. The Department of Corrections had 61,000 employees, about one of every six workers.

And the Department of Transportation — think Caltrans — was the third-largest state employer at 20,670 workers.

But when it comes to employment growth, the Department of Corrections has a lock on the subject. Corrections more than doubled its employees during the past 20 years, easily outpacing the 50 percent job growth at the UC system.

California has added about 103,600 employees during the past two decades, bringing the total to 350,600 last year. Now, before you start grumbling, let’s be fair; the 42 percent employment growth was only slightly higher than the 34 percent increase in population.

And some agencies are much smaller than in 1988. The Department of Developmental Services has cut 3,511 positions — or 32 percent — followed by 497 (11.7 percent) fewer employees at Department of General Services. The Department of Food and Agriculture has trimmed 17 percent of its payroll, or 339 jobs, during the past two decades.

Also, state government is getting smaller, at least based on employees per resident.
