| DOC Takes Responsibility For Security |

The Department of Corrections won't blame anyone but itself for the latest contraband find at the Hagåtña facility on Wednesday. J.B. Palacios, DOC director, said it's clear there has been a lapse in security at the facility after an unannounced search that day revealed several contraband items. Palacios said the Special Operations Response Team found marijuana, an "ice" pipe for smoking methamphetamine, three cellular phones, seven plastic containers of a homemade brew called moonshine, a portable DVD player, and a tattooing machine. "This is where we take responsibility," Palacios said. "Either the officers are involved or are not doing their jobs. Whether the public is bringing it in is irrelevant.
