ROCKFORD — After 40 years in prison, Calvin Madison will find out this week if he has paid his debt to society and is free to leave or if he is to remain in the Graham Correctional Center. The Illinois Prisoner Review Board meets Thursday morning in Springfield to decide Madison’s fate. Madison, who turns 63 next month, was convicted of robbing and killing 19-year-old gas station attendant John Hogan on Jan. 22, 1970, when the then 22-year-old Madison ordered Hogan into a restroom and onto his knees and shot him four times in the back of the head. Hogan was murdered at the Gas-for-Less service station, 2201 W. State St., a business owned by Hogan’s father. Hogan’s parents, Richard and May Hogan, lived next door to the service station and found their son lying in a pool of blood. Niki Damhoff, chief administrative officer for the review board, said several factors are taken into account by the board before deciding to release an inmate, such as the likelihood of recidivism and the inmate’s prison record.
