| Security Concerns Mayor of City with Prison |

You can't blame Chino Mayor Dennis Yates for being skeptical about security at the prison in his city. There's a history of lapses in safety measures at the California Institution for Men that makes his demands on the state Department of Corrections and Rehabilitation quite appropriate. At issue right now is the planned move of 750 adult prisoners from CIM to the former Heman G. Stark Youth Facility nearby. Chino officials want more guard towers erected and lethal electrical fencing installed before - not after - the inmates move. It seems to us quite a reasonable request. If better security equipment is needed to bring the former youth facility up to snuff as a men's prison, the equipment ought to be up and operating before the men arrive. About 700 men from the adult prison are already housed in a concrete-celled unit at the former youth facility, moved there in the wake of a riot in August at CIM.
