| CA Has New Policy For Lethal Injections |

State prison officials on Thursday released their revised lethal injection regulation, asking to have it adopted as state law toward resuming executions in California. The new policy came in response to objections made by attorneys for Stockton's condemned Michael Angelo Morales. The 50-year-old is the next California man in line to be executed. In 1981, Morales raped and murdered 17-year-old Terri Lynn Winchell, also of Stockton. The state's Office of Administrative Law now has 30 days to review the lethal injection regulation. If approved, the regulation will be filed with the California Secretary of State and become law. For the past year, the revised procedure has been subject to a public hearing under a court order. "It's there for all the world to see," said Terry Thornton, a spokeswoman for the California Department of Corrections and Rehabilitation. "We've requested that it become effective upon filing."
