When Gov. Pat Quinn halted two early prison release programs last year, he was under fire from a public that was blindsided by the news that more than 1,700 inmates, hundreds of them violent, had been quietly released from prison after as few as three weeks behind bars. Additionally, 233 nonviolent inmates had been released under another program. Quinn halted both of the early release programs after The Associated Press reported the existence of the first, known as MGT Push. That program got its name from accelerating “meritorious good time” credit. Of 1,745 released, about 800, or 46 percent, have been returned to prison, according to AP reviews of Department of Corrections records.
