HARRISBURG - A Senate cost-cutting commission turned its eyes toward the state prison and public services systems Monday and heard testimony that investing in the right programs early on might save money in the long run. "These are some of the most significant cost savings that have yet been brought before this commission," state Sen. David G. Argall, R-29, the committee chairman, said at the group's Monday meeting. The Senate Government Management and Cost Study Commission is a 10-member group that includes legislators, businessmen and educators. The group will make its cost-cutting recommendations by June 30. State Sen. Stewart J. Greenleaf, R-12, chairman of the Senate Judiciary Committee, testified that the increase in Pennsylvania's prison population has been "out of control" - about 500 percent since 1980, while the overall state population has only climbed 4 or 5 percent.
