Programs urged for Ala. HIV/AIDS inmates

State convicts with HIV/AIDS should be allowed to participate with other inmates in education, work and treatment programs, a panel appointed by former Gov. Don Siegelman says.
In a report to Gov. Bob Riley, the panel said Alabama's long-time policy of excluding inmates with HIV/AIDS "from educational, vocational, rehabilitative, or community-based corrections programs, simply on the basis of HIV-status, has no public health or correctional justification." 
In a related matter, the New York-based Human Rights Watch called on Riley on Monday to "address with all urgency the atrocious abuses of the right to health" of inmates at the HIV/AIDS unit at Limestone Correctional Facility. The group, citing a report a Seattle physician filed three weeks ago in a federal court case, said conditions at Limestone are worse than those for prisoners in Third World countries. 
Prison Commissioner Donal Campbell has said it may be time to change, at least in part, Alabama's policy of excluding HIV-positive inmates from programs available to other inmates. Efforts to reach Campbell on Monday were unsuccessful, but David Azbell, Riley's press secretary, said Campbell believes HIV/AIDS inmates should have equal access to programs offered within prisons, but not to programs outside prison walls, such as work release. 
The Siegelman-appointed HIV Commission for Children, Youth and Adults said Campbell told its members he believes inmates with HIV/AIDS should be allowed access to all programs. Alabama is the only state that excludes HIV-positive inmates from programs, the commission says. 
It took no position on the state's policy of housing HIV/AIDS inmates in segregated living quarters at Limestone Correctional Facility and at Julia Tutwiler Prison for Women, saying the housing policy "requires further study." 
The AIDS dormitory at Limestone houses 247 male inmates and a similar unit at Tutwiler has 24 female inmates. 
The New York group's letter to Riley about conditions in the Limestone dormitory referred to a 125-page report by Dr. Stephen Tabet, an infectious disease specialist at the University of Washington and attending physician at a Seattle hospital that treats HIV patients. Tabet's report called the medical system at Limestone "broken, severely distressed and often non-existent." It called on Riley to make a public report on actions taken to address the conditions.
