SALISBURY -- Twelve inmates at the Wicomico County Detention Center are enrolled in a rigorous substance abuse treatment program, one that past graduates have credited for saving their lives. Only two will have a chance to finish the program, said George Kaloroumakis, the interim detention center director. That's because the Department of Corrections, told to cut its budget by about $666,000 next year, will pull the plug on its Rehabilitation Substance Abuse Treatment program in June, he said. There is no disputing RSAT has helped dozens of drug-addicted men get their lives on track and stay out of prison, but ultimately the decision came down to one unavoidable fact, Kaloroumakis said.
