WHAT HAPPENED The Duluth City Council unanimously passed an ordinance Monday night to ban Level 3 predatory offenders from living within 2,000 feet of any school, playground or day care center. The ordinance effectively bans offenders from living in the majority of the affordable housing areas in the city, with exceptions to allow offenders already living within those areas and offenders living with family or in a home owned by the Minnesota Department of Corrections. WHAT THEY SAID One speaker cited studies suggesting that similar ordinances passed in other states might increase offender recidivism and make communities less safe by making the offenders harder to track.
