Former jailer to be charged with negligence in escape |

The Hoke County (N.C.) district attorney said a former chief jailer will be charged with negligence in connection with the escape of four inmates. Four men escaped from the jail's annex on October 28, among them a man accused of kidnapping an 11-year-old girl pregnant with his daughter and taking her to Mexico in 1999. All four of the inmates were captured within a week. In the report released last Monday, District Attorney Kristy Newton said Chief Jail Administrator Michael Sparks' staff was allowed to violate a policy in which Sheriff Hubert Peterkin ordered a door to the jail annex to be locked at all times. Newton's report was based on an SBI report about the escape. Peterkin does not know if Sparks has been charged. Sparks resigned from his job in March after he was demoted for an incident in which a 17-year-old inmate was pepper-sprayed. He had worked as the chief jailer for about six months. |
