The $13.6 billion budget on its way to Gov. Mark Parkinson's desk includes money to reopen the Stockton Correctional Facility. Doing that would return about 30 jobs to Stockton, hit hard by job losses due to the closing of the prison, Schult Homes in Plainville and a general downturn in the economy.
